Equatorial Guinea launches digital gambling licenses in bid to compete with Curacao and Anjouan

(Equatorial Guinea).- The Government has introduced its first-ever regulatory online gambling framework, marking the country’s formal entry into the global igaming sector. As part of the initiative, a master licence for online gaming, betting and casino operations have been granted to Mascott Capital Partners, a licence management company specialising in igaming compliance and infrastructure.

This is the first online gaming licence to be issued under Equatorial Guinea’s jurisdiction and establishes a legal structure designed to regulate international digital gambling. The Online Gaming, Online Betting and Online Casino Licensing Framework outlines application procedures, compliance rules and financial oversight measures, aligning with international regulatory standards while remaining under Equatorial Guinea’s sovereign legal system.

Mascott Capital Partners will operate a dedicated digital platform for multinational operators to apply for online gaming licences. Licensees will be required to comply with local laws, including anti-money laundering obligations such as user identity verification and suspicious activity reporting. Operators must also maintain financial reserves to safeguard player funds and display responsible gambling information on their platforms.

With the new regime, Equatorial Guinea joins a growing list of jurisdictions offering international igaming licences, positioning itself as an alternative to Curaçao and Anjouan. The framework aims to expand global options for remote gambling operators while boosting the country’s profile as a regulated hub.

H.E. Mr Antonio-Pedro Oliveira Burupu, Minister for Tourism and Tourism Infrastructure, said: “The launch of online gaming, online betting and online casinos in Equatorial Guinea is one of the most significant measures taken by gaming regulators in the country’s history, and Mascott Capital Partners’ digital platform will assist in submitting online gaming licence applications.

“This initiative represents a significant step forward in promoting Equatorial Guinea as a recognised jurisdiction for remote online gaming, online gambling and online casino businesses. It is also a significant step in diversifying Equatorial Guinea’s economy, attracting international investment to the digital space, and strengthening consumer confidence in the remote online gaming services provided under Equatorial Guinea’s jurisdiction — making Equatorial Guinea an international destination of choice for igaming.”
